Wynwood Grand is CDL's Executive Condominium at Woodlands Drive 17 in District 25, with about 430 homes on a 99-year lease, five minutes on foot from Woodlands South MRT. CDL paid $782 psf ppr for the land in August 2025, an EC record at the time. Our estimated price is $1,830 to $2,070 psf. The preview and e-application are targeted for 11 to 27 December 2026, with booking day in January 2027.
The estimate, cost stack and full data record also sit on our Wynwood Grand project page.
What do we know about Wynwood Grand so far?
The unit mix, floor plans and price list are not public yet.
| Item | Detail |
|---|---|
| Developer | City Developments Limited (CDL), through CDL Divine Pte Ltd |
| Chinese name | 丰木嘉园 |
| Location | Woodlands Drive 17, Woodlands, District 25 (OCR) |
| Property type and tenure | Executive Condominium, 99 years |
| Homes | About 430 (the tender estimate was about 420) |
| Land price | $360.9 million, or $782 psf ppr (tender closed 5 August 2025) |
| Site and plot ratio | About 271,330 sq ft at a plot ratio of 1.7, so about 461,265 sq ft of floor space |
| Blocks and storeys | Not confirmed by CDL |
| E-application | 11 to 27 December 2026 (target) |
| Price release and booking day | January 2027 (target) |
| Showflat | Shared with Solano Grand, on Sembawang Vista near Sembawang MRT |
| Completion (TOP) | 2030 on CDL's preliminary target; 2031 (est.) in our record until confirmed |
Spread over about 430 homes, the floor space works out to roughly 1,070 sq ft each. That counts lobbies and corridors, so read it as a sign of a family-sized mix, mostly three and four bedrooms, not as a unit size. At a plot ratio of 1.7 the site is also low in density for an EC. Clovelle of Woodlands next door runs at 2.1, and Solano Grand at 3.0.
Agent sites quote block and storey counts that disagree, so we print none until CDL publishes a site plan. Two sets of January dates are also circulating, a week apart; the December e-application window is the firmer date. Showflat viewings and the e-brochure are handled through the Wynwood Grand appointed developer sales website.
Is $782 psf ppr expensive for EC land?
Yes, by EC standards. The table lists every EC site in our land-sale register with a tender closing from 2021.
| Site (project) | Tender closed | psf ppr |
|---|---|---|
| Tengah Garden Walk (Copen Grand, CDL) | Jun 2021 | $603 |
| Bukit Batok West Ave 5 (Lumina Grand, CDL) | Sep 2022 | $626 |
| Tampines St 62, Parcel A (Tenet) | Aug 2021 | $659 |
| Bukit Batok West Ave 8 (Altura) | Mar 2022 | $662 |
| Sembawang Road (EC) | Sep 2025 | $692 |
| Plantation Close E3 (Otto Place) | Feb 2024 | $701 |
| Plantation Close E2 (Novo Place) | Sep 2023 | $703 |
| Tampines St 62, Parcel B (Aurelle of Tampines) | Oct 2023 | $721 |
| Jalan Loyang Besar (Coastal Cabana) | Aug 2024 | $729 |
| Miltonia Close (EC) | Apr 2026 | $732 |
| Tampines St 95 (Rivelle Tampines) | Nov 2024 | $768 |
| Senja Close (Solano Grand, CDL) | Aug 2025 | $771 |
| Woodlands Drive 17, first site (Wynwood Grand, CDL) | Aug 2025 | $782 |
| Woodlands Drive 17, second site (Clovelle of Woodlands) | Jan 2026 | $794 |
| Canberra Drive (EC) | Oct 2026 | $825 |
Wynwood Grand is the third most expensive of the 15, and it held the record for five months. It is 30% above the $603 CDL paid for Copen Grand's Tengah site in 2021. The tender was also close. Five companies bid, and Sim Lian came second at $781 psf ppr, a single dollar behind. Sim Lian then paid $794 for the second plot in January 2026, so the runner-up clearly did not see $782 as a stretch.
What launch price does $782 psf ppr imply?
Land cost gives us an idea of what the starting price will be. Our cost model adds the rest.
| Cost line | $ million | Share |
|---|---|---|
| Land | 360.7 | 49.0% |
| Construction | 210.0 | 28.5% |
| Professional fees, legal and stamp duty | 66.7 | 9.1% |
| Land financing | 56.8 | 7.7% |
| Marketing and other | 41.7 | 5.7% |
| Total | 735.9 | 100% |
Divide $735.9 million by 461,265 sq ft and the breakeven is about $1,595 psf ppr. We add the 15% to 30% margin band measured across 42 launched projects, which gives $1,830 to $2,070 psf (est.). Part of that margin covers the gap between the floor area CDL buys and the smaller area it can sell. The method is set out in our pricing methodology.
A second check compares recent EC launch prices with their land cost.
| Project | Land psf ppr | Average price psf | Multiple | Implied at $782 |
|---|---|---|---|---|
| Altura (Bukit Batok) | $662 | $1,478 | 2.23× | $1,745 |
| Coastal Cabana (Pasir Ris) | $729 | $1,734 | 2.38× | $1,860 |
| Lumina Grand (Bukit Batok, CDL) | $626 | $1,515 | 2.42× | $1,890 |
| Aurelle of Tampines | $721 | $1,768 | 2.45× | $1,920 |
| Rivelle Tampines | $768 | $1,893 | 2.46× | $1,930 |
Four of the five point to about $1,860 to $1,930 psf; Altura is the outlier at $1,745. None of these figures is developer-confirmed.
Norwood Grand, CDL's private condo across the road, sets the ceiling: it sold 84% of its 348 homes on its October 2024 launch weekend at an average of $2,067 psf. Our upper estimate is level with that. ECs usually sell at a clear discount to a private condo on the same street, so the lower half of our range looks likelier.
For a 950 sq ft three-bedroom, $1,830 to $2,070 psf works out to about $1.74 million to $1.97 million (est.).
Which EC rules apply to Wynwood Grand?
The older ones. The Woodlands Drive 17 tender closed on 5 August 2025, before both of this year's EC changes.
- Five-year MOP. With keys around 2030 to 2031 (est.), owners can sell from about 2035 to 2036 (est.). EC sites tendered from May 2026 wait ten years.
- Fully private after ten years, around 2040 to 2041 (est.), against fifteen for the newer sites.
- Deferred payment scheme still possible, if CDL offers it. Newer sites cannot.
- About 30% of units open to second-timers in the first month. Newer sites hold 90% for first-timers.
- $16,000 income ceiling. The $18,000 ceiling covers only EC sites whose tenders close from 24 August 2026.
Clovelle of Woodlands next door keeps the same rules. Loans for an EC bought from the developer fall under the 30% Mortgage Servicing Ratio, which caps a $16,000 household at roughly $909,000 over 25 years. Against a $1.74 million three-bedroom, that leaves about $830,000 for cash and CPF, close to half the price. This article does not decide eligibility; check with HDB before you book. Our analysis of the 2026 EC framework explains what each rule does to cash flow and the exit date.
How have Woodlands ECs resold?
Well, and that is the clearest point in Wynwood Grand's favour. The table covers condos and ECs within about 1.4km, plus Northwave, the last EC launched in Woodlands.
| Project | Type, completed | Distance | Median resale psf (2 years) | Share that made money | Median yearly return |
|---|---|---|---|---|---|
| Parc Rosewood | 99-year condo, 2014 | 0.62km | $1,380 (72) | 480 of 520 | 2.4% |
| Woodhaven | 99-year condo, 2015 | 0.89km | $1,350 (16) | 123 of 145 | 1.2% |
| La Casa | EC, 2008 | 1.00km | $1,060 (33) | 115 of 115 | 4.6% |
| Forestville | EC, 2016 | 1.06km | $1,196 (68) | 174 of 175 | 4.3% |
| Twin Fountains | EC, 2016 | 1.15km | $1,333 (40) | 109 of 109 | 4.8% |
| Bellewoods | EC, 2017 | 1.33km | $1,333 (49) | 213 of 214 | 5.8% |
| Northwave | EC, 2019 | 2.9km | $1,262 (95) | 149 of 149 | 6.5% |
The five ECs made money on 760 of 762 recorded resales. Across District 25 as a whole, 3,788 of 4,169 resales made money, or 90.9%, at a median of 3.3% a year. Across Singapore the share is 88.0%. When a District 25 sale lost money, the median loss was about $67,000.
That record has a catch. The owners of Forestville, Twin Fountains and Bellewoods bought at a median of about $735 to $775 psf, mostly from 2013, and La Casa buyers at about $430. Wynwood Grand starts at $1,830 psf or more, so the same yearly gain needs a far higher resale price. Against the newest resale ECs a kilometre away, at about $1,333 psf, our range is 37% to 55% higher. The full record is on our resale returns map.
Which primary schools are near Wynwood Grand, and who gets in?
Three are within 1km radius of the development, and four more within about 2km, on our straight-line estimates. The table shows Phase 2C results for the last two years.
| School | Distance | 2025 Phase 2C applicants / places | 2026 Phase 2C applicants / places | 2026 Phase 2C ballot |
|---|---|---|---|---|
| Innova Primary | 0.39km | 77 / 105 | 69 / 123 | No ballot |
| Woodgrove Primary | 0.79km | 87 / 98 | 85 / 94 | No ballot |
| Si Ling Primary | 0.99km | 26 / 118 | 33 / 86 | No ballot |
| Woodlands Primary | 1.20km | 87 / 90 | 82 / 71 | PRs within 1km |
| Woodlands Ring Primary | 1.23km | 50 / 103 | 59 / 104 | No ballot |
| Fuchun Primary | 1.57km | 47 / 94 | 53 / 95 | No ballot |
| Qihua Primary | 1.84km | 52 / 112 | 41 / 99 | No ballot |
Innova, Woodgrove and Si Ling are the three schools within 1km, and none needed a Phase 2C ballot in either year. Innova, the closest, had the most room in 2026, with 69 applicants for 123 places. Woodgrove is the tight one: 85 applicants for 94 places. About 430 new households, plus about 570 at Clovelle of Woodlands, could change that within a few years.
Woodlands Primary, just outside 1km, balloted among permanent residents in 2026. Results change every year, so check on MOE SchoolFinder or OneMap's school query before you rely on any figure here. Our study of school demand and new launches explains how these ratios move.
What is within walking distance today?
An MRT station, a hospital and three schools are within about six minutes on foot.
| Place | Type | Distance | On foot (est.) |
|---|---|---|---|
| Singapore Sports School | Secondary through JC | 0.23km | 3 min |
| Christ Church Secondary School | Secondary school | 0.24km | 4 min |
| Woodlands South (TE3) | Thomson-East Coast Line | 0.31km | 5 min |
| Woodlands Health Campus | Public hospital and community hospital | 0.37km | 6 min |
| Innova Primary School | Primary school | 0.39km | 6 min |
| Vista Point | Neighbourhood mall | 0.64km | 10 min |
| Woodlands (NS9/TE2) | North-South and Thomson-East Coast lines | 1.23km | 18 min |
| Causeway Point | Mall, at Woodlands MRT | 1.29km | 19 min |
| Marsiling Mall Hawker Centre | Hawker centre, 70 cooked-food stalls | 1.55km | 23 min |
The gap is food: the nearest hawker centre, at Marsiling Mall, is about 23 minutes on foot. The commute is the strength. Woodlands South has run since January 2020 and goes to Orchard and Marina Bay on one line.
How is Woodlands changing around Wynwood Grand?
Quickly, though most of the change lands after keys. The North-South Corridor expressway, for one, was pushed back to 2029 in September 2026. These are the dated items closest to the site.
- RTS Link to Johor Bahru. The Woodlands North terminus is two Thomson-East Coast Line stops away. LTA said on 2 October 2026 that passenger service is now expected in February 2027, subject to safety certification.
- Woodlands Checkpoint rebuild. ICA plans a checkpoint about five times today's size, opened in stages from 2028 and fully running at the Old Woodlands Town Centre from 2032. The aim is to cut peak travel time from about 60 minutes to 15.
- Woodlands North Coast. HDB announced about 4,000 flats here in October 2024, near Admiralty Park and the waterfront, with close to 10,000 homes in Sembawang North. The 1.9km WoodsVista Gallery path links the area to Woodlands MRT.
Demand has shown up before. Norwood Grand, in October 2024, was the first private launch in Woodlands since 2012, and 99.7% of its launch-weekend buyers were Singaporeans or permanent residents. The new flats cut both ways: they add future upgraders, and they add supply that will compete for tenants and resale buyers.
Plus points for Wynwood Grand
- The older EC rules. A five-year MOP, privatisation at year ten, a possible deferred payment scheme and 30% for second-timers.
- An MRT station on foot. Woodlands South is about five minutes away and has run since 2020.
- Three primary schools within 1km radius. Innova, Woodgrove and Si Ling took every Phase 2C applicant in 2025 and 2026.
- A local EC record that is hard to beat. The five ECs in our table made money on 760 of 762 resales.
- A low-density site. A plot ratio of 1.7, against 2.1 next door and 3.0 at Solano Grand.
Minus points for Wynwood Grand
- A large cash outlay at the income ceiling. A $16,000 household can borrow about $909,000. A 950 sq ft three-bedroom at our range costs about $1.74 million to $1.97 million (est.), leaving roughly $0.83 million to $1.06 million for cash and CPF.
- Little gap to the private condo next door. Our upper estimate is level with Norwood Grand's $2,067 psf launch average.
- A strong record bought at a much lower price. Nearby EC owners paid about $430 to $775 psf. Their gains are not a forecast for a $1,830 psf entry.
- About 1,000 EC homes on one road. Clovelle of Woodlands adds about 570, and both target the same upgraders.
- No hawker centre within 20 minutes on foot, and the showflat is about 4km from the site.
Our affordability calculator, stamp duty calculator and progressive payment calculator show how the cash works stage by stage.

Frequently asked questions
Who is the developer of Wynwood Grand?
City Developments Limited (CDL), through CDL Divine Pte Ltd. CDL won the Woodlands Drive 17 EC site in August 2025 with a $360.9 million bid, or $782 psf ppr. It also built Norwood Grand, the private condo across the road, and is launching Solano Grand in Bukit Panjang from the same showflat.
When is the Wynwood Grand e-application?
The preview and e-application window is targeted for 11 to 27 December 2026, with price release and booking day in January 2027. These dates come from the developer's preliminary schedule and may change. The showflat, shared with Solano Grand, is on Sembawang Vista near Sembawang MRT.
What is the estimated price of Wynwood Grand EC?
Our indicative range is $1,830 to $2,070 psf, from an estimated breakeven of $1,595 psf ppr plus a 15% to 30% margin. Four recent EC launches priced at 2.38 to 2.46 times land, which implies about $1,860 to $1,930 here. These are estimates, not developer-confirmed prices.
Is the Wynwood Grand land price high for an EC?
Yes. At $782 psf ppr it was a record for EC land when awarded, and it ranks third of 15 EC sites tendered since 2021. Sim Lian bid $781 for the same site and later paid $794 for the plot next door, now Clovelle of Woodlands.
Can a household earning $17,000 a month buy Wynwood Grand?
No. The Woodlands Drive 17 tender closed on 5 August 2025, so Wynwood Grand's income ceiling stays at $16,000 a month. The $18,000 ceiling applies only to EC sites whose tenders close on or after 24 August 2026. Check eligibility with HDB.
Which primary schools are near Wynwood Grand?
Innova Primary at about 0.39km, Woodgrove Primary at about 0.79km and Si Ling Primary at about 0.99km are within 1km in a straight line. None balloted at Phase 2C in 2025 or 2026, though Woodgrove had 85 applicants for 94 places in 2026. Check the official distance on MOE SchoolFinder.
How have ECs near Wynwood Grand resold?
Very well so far. La Casa, Forestville, Twin Fountains, Bellewoods and Northwave made money on 760 of 762 recorded resales, at median yearly returns of 4.3% to 6.5%. Their owners bought at about $430 to $775 psf, far below Wynwood Grand's estimated $1,830 psf or more.
Sources & methodology
How we checked this
We reproduced the land price: the 42,853 sq m maximum floor area is about 461,265 sq ft, and CDL's $360.9 million bid divided by that is $782 psf ppr. The second bid of $781 is as reported by EdgeProp.
The launch dates and showflat location come from the developer's preliminary schedule, October 2026, and may change. Resale figures match each sale in URA caveat data to the earlier purchase of the same home, losses included.
Where the figures come from
Tender dates and successful tenderers are listed in HDB's land tender results. The bids are as reported by EdgeProp, and CDL's 430-home, first-quarter 2027 outlook by EdgeProp. Norwood Grand's launch is from CDL's launch-weekend release. The RTS Link date is from the joint LTA and Ministry of Transport Malaysia release. The Woodlands North Coast plan is from HDB, and the checkpoint plan is ICA's, as reported by Malay Mail.
